A former officer of the Indian Administrative Service (IAS), Dr. Jhingran took voluntary retirement after three decades of service to work in education full-time. While serving in the government, Dhir played an instrumental role in policy-making within the Ministry of Education at the national level. He has also served as the Senior Advisor to UNICEF India, Advisor to the Ministry of Education in Nepal, Asia Regional Director and Chief Program Officer with Room to Read.
His contributions extend to the development and implementation of early-grade reading initiatives in various countries across Asia and Africa, as well as the establishment of the first language-based multilingual education programs in several Indian states. Notably, his work focuses on conceptualising and executing large-scale programs to bring about transformative and sustained improvements in the quality of school education.
As a member of the National Steering Committee for the development of the National Curriculum Framework for Foundational Stage (NCF-FS), he actively participates in shaping the educational landscape of India. Dr. Dhir Jhingran has authored three empirically researched books on primary education and has contributed his expertise to numerous books and journals. He holds a Master’s degree in Economics and a PhD in Education. He also conducts an education module at the Lal Bahadur Shastri National Academy of Administration, Mussoorie for IAS officers at different stages in their careers.
Dr Uddalak Datta
Senior Director - Governance LLF
Dr Datta has been instrumental in supporting large-scale reforms and innovations in foundational learning, particularly in early-grade reading and multilingual education. His work has consistently focused on improving the quality of education for disadvantaged and marginalised communities, including tribal populations, linguistically diverse learners, and children from urban deprived backgrounds.His interests also extend to developing culturally relevant supplementary reading materials and integrating environmental education into school systems.
With an academic foundation in Cultural Anthropology, Dr Datta brings a critical lens to the intersection of language, education, and identity, particularly within the context of rapid socio-cultural change and globalisation. His doctoral research from Gauhati University, titled "Role of Education in Manifestation of Identity in Multilingual Situations", reflects his deep commitment to understanding how educational practices shape identity in diverse linguistic landscapes.
At LLF, Dr. Datta serves as a Trustee and Senior Director – Governance, where he continues to influence systemic change through policy thinking, programmatic design, and institutional development.
Meeta Sharma
Associate Director, Finance
Prior to joining LLF, Meeta held several key leadership roles within the National Health Mission (NHM), where she managed the financial operations for Rajasthan State. In this capacity, she oversaw an annual budget of over ₹1500 crore, ensuring robust financial systems, timely reporting, and strategic resource allocation to improve healthcare delivery.
Meeta is highly skilled in capacity building, having trained both finance and non-finance teams to ensure alignment with organisational and donor requirements. Her holistic approach to finance integrates risk management, partner coordination, and operational efficiency.
At LLF, Meeta leads the Finance unit, playing a critical role in ensuring financial integrity, optimizing resources, and supporting the organisation’s mission of strengthening foundational learning at scale.
Ramesh Chandra
Director, Academics
Prior to LLF, Ramesh spent nearly a decade at Room to Read, where he served as Program Officer and later as Program Advisor, supporting reading programs and government partnerships across states. He began his career with PVC-ChildFund India working at the grassroots to improve access and quality in primary education.
A graduate of the Tata Institute of Social Sciences (TISS) with a Master’s in Education (Elementary), Ramesh is known for his grounded understanding of classroom realities, his rigorous academic approach, and his ability to translate vision into impactful, scalable interventions. Since joining LLF in 2019, Ramesh has contributed significantly to the design of instructional materials, professional development frameworks, assessment tools, and implementation guidelines for large-scale government programs aimed at improving early grade reading outcomes.
Rupinder Chahal
Associate Director, Strategic Partnesrships
Rupinder holds an MBA in CSR from Nottingham University Business School, UK, and a specialisation in International Business and Leadership from Lehigh University, USA. Before transitioning to the development sector, Rupinder held leadership roles at IBM and Grant Thornton, where she steered business development and sustainability initiatives, bringing a strong foundation in systems thinking and corporate engagement to her work.
She has held senior leadership roles in organisations such as Tata Trusts, Samhita-CGF, The Akshaya Patra Foundation, Habitat for Humanity India, and Bennett University (an initiative of The Times Group), where she led development and CSR initiatives. Rupinder has successfully mobilised large-scale funding and forged strategic alliances for education, health, and livelihoods programs across India.
At LLF, Rupinder brings together vision, experience, and empathy to build partnerships that drive systemic change in education.
Sana Masroor
Associate Director, Strategic Communications and Outreach
Sana joined LLF to head fundraising and strengthen the organisation’s resource mobilisation strategy. She has since transitioned to leading strategic partnerships and communications, where she focuses on amplifying LLF’s voice, building meaningful collaborations, and advancing the organisation’s mission through compelling storytelling and stakeholder engagement.
Sana’s professional journey includes key roles at CARE India, CRY – Child Rights and You, Serendipity Arts Foundation, and The Lawrence School, Sanawar. Across these diverse contexts, she has consistently worked on high-impact fundraising and communications strategies, shaped brand narratives, and nurtured ecosystems of trust and collaboration.
A graduate of Hindu College, Delhi University, with a master’s in Social Work from Jamia Millia Islamia, Sana’s academic foundation in the social sciences underpins her intuitive understanding of people, purpose, and power. Whether mobilising support or mentoring teams, she brings empathy, imagination, and a bold sense of possibility to everything she does.
Santosh Morey
Director, Monitoring, Evaluation and Learning (MEL)
Prior to LLF, Santosh served as Project Head at Kotak Education Foundation, leading end-to-end monitoring and evaluation for education programs. Earlier, he was National Manager – Impact at Educate Girls, where he developed robust evaluation frameworks to measure learning outcomes and gender equity in education. His career also spans leadership roles at the Population Foundation of India, CRY – Child Rights and You, Oxfam India, and CARE India, where he contributed to strengthening data systems, evaluations, and evidence-based decision making.
Santosh began his career in the public health sector with the Government of Chhattisgarh’s Directorate of Health Services, where he spent several years as State Monitoring Consultant for RCH/NRHM. Over the years, he has consistently worked at the intersection of research, program delivery, and systems strengthening to ensure measurable, scalable impact.
Shveta Lall
Associate Director, Continuous Professional Development
A strong advocate for continuous professional development (CPD) for all education functionaries, she has designed and facilitated training programs for over 5,000 stakeholders. She has also implemented 38 blended and online courses, reaching 250,000 teachers and teacher educators across 9 states. Additionally, she is spearheading efforts to strengthen the Middle Tier of the education system in India by researching the challenges faced by teacher mentors and educational administrators and developing scalable solutions for system-wide impact.
At LLF, Shveta plays a key role in shaping strategy, program design, and implementation to enhance literacy and numeracy outcomes across India. She leads the Continuous Professional Development (CPD) unit, integrating evidence-based approaches in early childhood education, curriculum planning, and instructional design. Passionate about transforming professional development, she works to build capacity at all levels of the education system, aiming to improve learning outcomes for early-grade students.
Committed to continuous learning, she believes that subject expertise, skill development, and mindset transformation are essential for achieving sustainable change in education systems.
Shankar Subramanian
Associate Director, Human Resources
His career spans textiles, IT, banking, and the social impact sector, where he has led transformative work in talent acquisition, performance systems, leadership development, and employee engagement. Shankar has contributed to the growth and culture of organisations such as Wipro, Belstar Microfinance, Population Services International, Habitat for Humanity India, and Hand in Hand India.
Shankar is deeply committed to making workplaces equitable and reflective of the societies they serve. He also mentors emerging HR professionals and regularly engages with students through coaching and guest lectures, sharing not just frameworks, but lived wisdom.
At LLF, Shankar leads the Human Resources function with a focus on building inclusive systems, nurturing talent, and fostering an organisational culture that enables people to thrive while advancing LLF’s mission on the ground.
Sanyukta Chaturvedi
Director, State Programme
Prior to LLF, Sanyukta served as the Program Director DE, American India Foundation’s flagship Digital Equaliser (DE) program. And subsequently was also the CEO of Digital Equaliser Foundation. Under her leadership, DE expanded to over 30,000 government schools across the country, reaching 6.3 million students and over 200,000 teachers with essential STEM and digital literacy resources. Her work not only brought 21st-century skills to underserved learners but also strengthened collaboration between government, corporate, and grassroots partners to ensure scale and sustainability.
Her career path also includes rich experience across sectors such as education, IT, law, banking, and defense. A pioneer in every sense, Sanyukta was commissioned as one of the first female officers in the Indian Navy in 1992, a milestone that reflects her trailblazing spirit, leadership under pressure, and lifelong commitment to public service.
At LLF, she leads the State Programs vertical with a strategic focus on strengthening government partnerships, deepening state-level implementation, and scaling LLF’s work in foundational learning. Her leadership continues to shape national conversations on systemic reform, digital inclusion, and community empowerment in education.
